This thesis aims to provide a contribution to the expansion of knowledge on the problematic relationship between international labour migrations and social protection. To this end, it examines the treatment reserved by national social laws for Italian migrant workers moving to Central and Western European countries, as well as their families, between the early 20th century and the beginning of the European integration process.In particular, the text investigates the possibility, not only from a formal but also from a substantive point of view, of access to those benefits whose entitlement was expressly reserved to workers, regardless of the concrete form taken in the various countries. The thesis thus essentially takes into account compulsory social insurance, voluntary insurances subsidised by the state and family allowances, without therefore including in the analysis the welfare benefits provided for the indigent population. The difficulties that three requirements at the basis of national social policies - such as citizenship, residence and continuity of contributions - posed to migrant workers and their families seeking full access to benefits and the search for solutions, through diplomatic negotiations, are the focus of the text.From a methodological point of view, the thesis is characterised by the merging of three fields of research that are usually dealt with separately, namely social policies, migration policies and citizenship policies. Moreover, the text considers not only the national and bilateral dimensions, i.e. the negotiation, signing and implementation of inter-state treaties on migration and social protection, but also the multilateral dimension. In fact, the thesis also examines the activity, at the beginning of the 20th century, of the transnational network of social reformers and, since 1919, of the bodies of the International Labour Organisation on the social protection of migrant workers and their families.Through the analysis of archival and printed sources, the thesis provides an overview of the rights that Italian migrant workers moving to Central and Western European countries and their families could claim under national laws and bilateral and multilateral treaties. In doing so, the thesis also provides a contribution to the study of the historical evolution of the concept of «social rights».

La tesi vuole fornire un contributo all’ampliamento delle conoscenze sul rapporto problematico fra migrazioni internazionali di lavoro e protezione sociale, prendendo in esame il trattamento riservato dalle legislazioni sociali nazionali ai lavoratori migranti italiani che si recarono nei paesi dell’Europa centro-occidentale, nonché alle loro famiglie, fra i primi anni del Novecento e l’avvio del processo di integrazione europea. In particolare, il testo indaga la possibilità, non solo formale ma anche sostanziale, di accedere a quelle tutele la cui titolarità era espressamente rivolta alla popolazione lavoratrice, a prescindere dalla forma concreta assunta nei vari paesi. La tesi prende dunque in considerazione essenzialmente le assicurazioni sociali obbligatorie, le assicurazioni facoltative sussidiate dallo Stato e gli assegni familiari, non comprendendo quindi nell’analisi le tutele di carattere assistenziale previste a beneficio della popolazione indigente. Le difficoltà che tre requisiti alla base delle politiche sociali nazionali – quali cittadinanza, residenza e continuità contributiva – hanno posto ai lavoratori migranti e alle loro famiglie che cercavano di fruire pienamente dei benefici e la ricerca di soluzioni, attraverso negoziati diplomatici, sono i temi al centro del testo. Da un punto di vista metodologico, la tesi è caratterizzata dall’unione di tre campi di indagine solitamente affrontati in maniera distinta, quali politiche sociali, politiche migratorie e politiche di cittadinanza. Inoltre, il testo prende in considerazione non solo la dimensione nazionale e quella bilaterale, cioè la negoziazione, la firma e l’applicazione dei trattati interstatuali in materia di migrazione e protezione sociale, ma anche quella multilaterale. Infatti, la tesi prende in esame anche l’attività all’inizio del XX secolo, della rete transnazionale di riformatori sociali e, dal 1919, degli organi dell’Organizzazione internazionale del lavoro in materia di protezione sociale dei lavoratori migranti e delle loro famiglie. Grazie all’analisi di fonti archivistiche e edite a stampa la tesi fornisce un quadro di sintesi dei diritti che, in virtù delle legislazioni nazionali e dei trattati bilaterali e multilaterali, i lavoratori migranti italiani che si recavano in paesi dell’Europa centro-occidentale e le loro famiglie potevano vantare. Nel far ciò, la tesi fornisce anche un contributo allo studio dell’evoluzione storica del concetto di «diritti sociali».
