For some time now, the idea of a ‘just transition’ has been gaining ground, meaning the adoption of an economically and industrially ecologically sustainable model in which the burdens and benefits are fairly distributed across society, with particular reference to the world of work. The apparent simplicity of the concept masks disagreements over the scope and key players of the reforms to be implemented. The book addresses the issue within the context of the real economy, looking at two crucial industrial sectors, energy and the automotive industry, and comparing processes driven “from the top” (corporate leadership) and “from the bottom” (workers and civil society). The cases analysed are the Eni energy hub in Ravenna, the automotive components hub in the Bari industrial area, the Enel coal-fired power station in Civitavecchia and the former GKN plant in Campi Bisenzio. A complex picture emerges. Actions from above and below influence one another in a context where political action or inaction remains decisive. The legacy of industrial histories and the traditional roles assigned to management, trade unions, workers, technicians, environmentalists and public administrators is intertwined with new developments: roles that are sometimes redefined, and environmental and labour struggles that converge.
Da qualche tempo si sta facendo strada l’idea di “transizione giusta”, intendendo con ciò l’adozione di un modello economico e produttivo ecologicamente sostenibile i cui oneri e benefici siano equamente ripartiti a livello sociale, con particolare riferimento al mondo del lavoro. L’apparente semplicità del concetto cela disaccordi su entità e protagonisti delle riforme da attuare. Il libro affronta la questione sul terreno della realtà produttiva, guardando a due settori industriali cruciali, energia e industria automobilistica, e ponendo a confronto processi promossi “dall’alto” (vertici aziendali) e “dal basso” (lavoratori e società civile). I casi analizzati sono il Polo energetico Eni di Ravenna, il Polo della componentistica auto dell’area industriale di Bari, la centrale a carbone Enel di Civitavecchia e lo stabilimento ex-Gkn di Campi Bisenzio. Ne emerge un quadro complesso. Azioni dall’alto e dal basso si influenzano a vicenda in un contesto in cui l’azione o inazione politica rimane determinante. Il retaggio delle storie industriali e dei ruoli tradizionali assegnati a management, sindacato, operai, tecnici, ecologisti, amministratori pubblici, si mescola con elementi di novità: ruoli che talvolta vengono ridefiniti e lotte ambientali e per il lavoro che convergono.
