The paper traces the evolutions of the international regime for regulating cross-border capital flows over the 1990s. In doing so the paper argues that the regime shifted from the early 1990s centralized cooperative form to the late 1990s decentralized cooperative form. Whereas centralized cooperation revolves around the role of an intergovernmental organization (i.e. the IMF), decentralized cooperation is staked on public-private partnerships in the activities of crisis prevention and management
