The Italian cultural heritage protection public system has been variously structured on the national territory, since 1860. Its different organization can be interpreted as one of the consequences of a lasting institutional and cultural contrast between centre and peripheral areas and, more clearly, between the need of a decision-making centre and the corresponding requirement for citizen participation. In Seventies the administrative functions on local museums and libraries have been transferred from State to Regions; from then on, the Regions had the chance to rule their new assigned sectors. Therefore, the Regions tried to improve local museums conditions by means of their better administrative organization; many regional laws were issued in perspective of grouping local museums in nets to optimize their services and reduce their costs. More recently, in 2014, three pieces of legislation were issued and, once more again, they modify the settlement of local and central functions about the sensitive subject of cultural heritage.

L’articolazione sul territorio dell’apparato della tutela rispecchia una duratura lunga linea di contrasto tra centro e periferie. Dagli anni Settanta, con il trasferimento delle funzioni amministrative relative alle materie individuate dall’art. 117 Cost., le Regioni hanno tentato di organizzare e gestire i settori di nuova attribuzione. L’organizzazione dei musei di ente locale in reti o sistemi, promossi e sostenuti dalle Regioni o dalle Province, è stata una risposta, sviluppata dal basso, alle necessità pratiche di ottimizzare le condizioni di gestione dei musei di ente locale, ma anche all’esigenza di autorappresentazione a livello culturale. Più volte, inoltre, i musei hanno reclamato l’attribuzione di livelli differenziati di autonomia. In questa linea di tensione centro-periferia si inseriscono la recente riforma ministeriale e la soppressione delle Province che, dai primi anni Novanta, detengono competenze nell’ambito della valorizzazione dei Beni culturali di interesse provinciale.
